Domestic violence against women

As I read in the book Women's Voices/ Feminist Visions on page 568 and 569 it talks about the statics from the FBI showing that one out of four women die each year due to domestic violence which was very surprising to that many women die from abuse. Which was more shocking was it said that domestic violence is consider by law enforcement to be a family matter so the police, prosecutors, and judges are reluctant to interfere, but if they don't do anything how is the women able to get out of abusive relationship with no one on her side.
